I think that part of his restraint is that he doesn't want the people of MN to be collateral damage in the vendetta that Trump has against him.

Fascism can be associated with am extensive state apparatus. During peak DOGE era the label felt 'off' to some people for this reason. The Trump regime was feeling more feudal.

Very good and thoughtful from your summary at least. You can see the influence of senior Feds (rather than politicians and consultants) in this thinking. I hope we can center these viewpoints and supplement with excellent messaging from talented politicians and public figures.
