World Kitchen and Mexico was in Texas helping before FEMA got there. Trump and Musk did damage to FEMA and caused the delays. As well as the National Weather Service knee capping that cost lives. Trump was warned 2 weeks ago that the DOGE firings and pulled funding would cost American lives.
