yes, absolutely.

in normative american housing advocacy we need to usurp municipal power to demand communities add more housing. in normative transportation advocacy we need to usurp state power to demand communities get to build sidewalks/transit/whatever instead of dumping billions into highways

somewhat out of scope for Max's piece but nonetheless still relevant or important to me at least, i do appreciate @strongtowns.org's particular explicit antipathy for state highway departments, even if ST is not constitutionally "activist" in their advocacy for structural municipalist reforms
