The Zombies Have Learned Gerrymandering.
The map in Yakuza:Dead Souls. About a third of the city is zombie infested with the quarantine zones highlighted in red, the first quarantine zone has expanded to the front of Millennium Tower and another zone is in front of Kamurocho Hills. A street outside the quarantine zones, things are being taken slightly more seriously, with some SDF soldiers along with the regular NPCs.

The map in Yakuza: Dead Souls. The red quarantine zone has expanded to several blocks of bottom left corner of Kamurocho, stopping just outside the Millennium Tower area in the middle. A street outside the quarantine zone bustling with NPCs, one speech bubble says "My boss is an ass!" while another says "Wa ha ha!"

The map of Kamurocho in Yakuza: Dead Souls. The area highlighted in red, Tenkaichi Street, is infested with zombies, and thus walled off from the rest of the city. NPCS in the area outside of Tenkaichi Street going about their day as if there isn't a national emergency.
