I'm in the childcare hunt in SF right now - can I ask where in the city this was? That's probably half of what I'm seeing...though I'm being told that 2018 was nearly a decade ago, which doesn't seem plausible.

Alternate conclusion: Section 135 is meaningless because it refers to a person who doesn't exist, so the librarian is effectively not allowed to buy books.

Material desires extend beyond money. Homelessness, high crime, etc. are annoying to live nearby. If YIMBYism reduces those annoyances at the cost of some nominal house value, that's a good trade for me. (There are unselfish reasons to care about those, but the arg from selfishness is pretty good.)

I am a homeowner. I care about the issue because I want a vibrant and diverse community around me - that makes the neighborhood cooler, means I have better restaurants and stuff to go to, etc.

Good luck. I got about 30 pages in and had to set it aside - the complete refusal to provide evidence for necessary empirical assumptions just killed me.
