It's mad but this genuinely happens all the time, I've seen the results of one such incident with my own eyes.

I do wonder if Specsavers get more vehicles crashed into them, or if they just get shared/reported more than other high st shops.

Not being able to see the driver and where they're looking means you can't tell if they've seen you if you're crossing etc.

Also in my anecdotal experience reporting phone use, drivers are much more likely to drive distracted when they feel they can't be seen due to their tints.

This is a huge part of it. Even a habitually reckless driver is probably unlikely to cause a major incident in 10 years of driving, which normalises the behavior.

We'd see better driving if the punishments were as high as for drink driving just for the causative actions rather than fatal incidents

We know why. Because juries and judges are typically drivers who see these things as incidents that in the same circumstance they too could have killed someone in. They know they wouldn't want to go to jail for a simple 'mistake'.

The question is how the heck do we stop that?

You're still missing the wood for the trees. Even your anecdote reinforces the issue. What made your story frightening was the danger potential of your car to the cyclist.

Regardless of who is at fault an environment with more bikes and less cars creates less dangerous spaces.

If you have a flexible electricity tariff you can get cheap electricity at different times in the day. As low as 7 pence per kWh. Which would fully charge my car to 300 miles range from absolutely empty for £4.48.

That's a win basically every time you fill up.
