Obama fought China's unfair practices by imposing the first major tariffs on Chinese solar panels in 2012 to protect US jobs. He invested heavily in domestic clean energy via the Recovery Act. China's dominance came from their massive subsidies, not US policy handing it over.

Republicans can't see where the world is going in terms of clean energy ie China, India , EU , Brazil. All of these are investing heavily into clean renewable energy and we'll be left behind if we don't as well.
