What the exit requirement was intended to do was incentivise employers and providers to ensure that everyone received good quality E&M support. The situation now is that they can choose not to do that.

This is really heartening to see. With education compulsory to the age of 18 it makes no sense to cut off Pupil Premium funding at the age of 16
