You *could* take command of individual regiments, but you weren't always expected to. Kind of an amazing feat of programming for the time, I'm surprised no other games took that idea and ran with it.

They're kind of old by now, but this is literally what Norbsoftdev did with their Scourge of War series (Gettysburg and Waterloo). You commanded brigades, divisions or corps at different layers of leadership and each layer had its own ai, so it can be done.
