Is there anyone who know something about Russian legal "basis" for the actions in and around ZNPP?
Sure. "Being legalistic" is, of course, different from "respecting international law." I haven't looked at the ZNPP situation from this point of view, but I would imagine Russia has some sort of "legal" framework for its actions.
