The system incentivizes these evils and people respond accordingly. The answer is that society must make being an ICE officer as socially radioactive as possible. It must be viewed as being on par as being in the KKK or serving in the SS. A completely despicable person beneath contempt.

I like this approach - made me think in terms of ordinality and cardinality. We say “a half-cup” or “a quarter-cup” but we also say “0.5 cups”. We also say “a dozen”, “a peck”, “a fortnight” for collective nouns. The difference is counting-on as opposed to locating/sizing up.
