It's a cupola, which is either evoking, like, a barn, or colonial architecture. On old buildings, it acts like a roof vent/regulates the indoor temp. But here, just a decorative piece to evoke the local vernacular.

They are elected by constituents, and those constituents are citizens who otherwise have no say in how the government runs, so I'd say they're useful. Would be better, of course, if Congress actually let the reps vote on the floor...

Funnily enough, the Silver Spring platform, along with the tracks, are slightly curved (on the south end). One of only two WMATA stations like that (the other is Brookland). Also a pretty mild curve vs. what's going on at College Park
