Whoever that is needs to talk to a few women that have had boob jobs. Off the top of my head, I've known women in three categories where it was essential to their mental health due to our screwed up focus on what type of appearance is feminine. And that's not even getting to best reduction.

If you make the fines large enough, or some multiple of the number of complaints, bookmakers would spend a large amount trying to pre-screen so they minimize the incidence by not accepting from people they deem likely to cost them money.

This is more in line with what I was thinking, but also having monetary penalties attached if the claim is filled before the bookmaker bans the harasser. Something that both reduces sales (smaller base due to bans) and profits (fines + active screening costs)

Been thinking about this a bit. Would creating a cause of action against the bookmakers for threats or harassment do anything?

Details to be worked out, e.g. tying specific threat to bet, but if we can sort through those it provides an incentive for sports books to ban bettors aggressively
