I don’t think that’s the logic at all.
The region passed a tax and plan that requires a long-distance line; and that distance requires a fast, direct ROW; cost requires looking for ROWs that already exist (opposed to tunneling to Lynnwood) and the most direct extant ROW is the interstate

There’s a big difference between rigid design requirements and a generalized zoning rule for the building envelope.

DC absolutely has this design in spades, but it’s not a requirement at all; it’s an incentive (that dates back to 1872!) about building projections beyond the property line.

With Fickell and Wisconsin, the QB injuries and schedule have undoubtedly been bad luck. But the player evaluation and development have not been good at all. Can they pull a Virginia and spend enough money to build a better team? We'll find out.
