Thanks for your comment. The outdoor shots help set the context and the book moves from the outside, in. I made most of the photos inside the Commons itself, thanks to a written agreement with the Speaker that allowed me to photograph throughout the building (with relatively few limitations).

There is likely another factor: Québec can better protect its distinctives within Canada than it could as a small state facing the U.S. alone.
