It's anecdotal, but I know that as my parents are looking to move here with my adult brother living with them, it's a minimum requirement. And I don't think that arrangement is all that uncommon these days: multiple full baths are helpful for intergenerational living.

That's the ideal, but you & I know that's not always (or even often) what happens. Like you said yourself, many of these UGB expansions are being pushed for data centers, and that's certainly not providing housing for future growth.

And there's certainly ways to bake the facts to support interests.

I agree that's the ask, but jurisdictions are having to fight powerful resident interests that argue that they already have enough housing for 20 years growth (i.e. none), because that raises their home values. Look at every public meeting for multifamily housing, and politicians feel that pressure.

To my mind, there should be a housing floor to pair with the UGB to make it work, X homes : Y households, which would force the decision between upward and outward growth, instead of allowing the choice of 'no housing growth, only price inflation' we have now.

UGBs are supposed to incentivize growing up not out, but if inflating home values for existing residents is a stronger incentive than the UGB for a city's decision-makers, that's not necessarily what happens.
