I'd be calling every criminal in the world to get my phone investigated. Talk about getting rich quick. I don't even have to leave my couch. So they will get $1M if the Patriot Act is used on them? Seems really odd.

That's not accurate. It's giving Senators (and only Senators) money if, in the course of a lawful investigation (which doesn't even have to be about them) their phone records are lawfully subpoenaed. It's "compensation" to Senators for the DOJ doing its job during an investigation.
