Apparently Venables discussed it with some of the senior England players at euro 96 and they decided it was too risky to start doing it at a big tournament.

I've said the same for years. Your three smallest players who won't win a header, left up on the halfway line. One on either wing right on the touchline and one up the middle. You'd have to leave at least four defenders back to cover them.
