Russia aggression continues to wreak havoc on civilians in Ukraine. At least 28 killed, 100+ injured in Russia’s June 17 strike on Kyiv. Amnesty has verified the use of cluster munitions, either deliberate targeting of civilians, reckless disregard for life, or both. This may constitute war crimes.

Under the laws of war, civilians may not be deliberately targeted.

All parties to a conflict must take measures to minimize harm to civilians and must not carry out attacks that fail to distinguish between civilians and combatants or cause disproportionate harm to civilians.
