Still, the time has come to seriously discuss the when and how.

At the very least, it would complicate calculations in Washington and Moscow, and make it substantially harder to ignore Europe.

That is why I think we have reached a point where a cost-benefit analysis is at least worth considering.

Nuclear armament of Germany or Europe would be extremely expensive—financially, but above all politically. We should have no illusions about that. It would also be highly risky.

Let me put it this way: I have always been highly skeptical about the idea of Germany or the EU needing their own nuclear weapons.

But without the U.S., I do not believe that the nuclear deterrents of France and the UK are sufficient to guarantee Europe’s security.
