I saw this in many labs 20 years ago. The wall of irrelevant maths that was required to avoid getting annoyed by undergrad reviewers has now been replaced with a wall of useless compute. The sad thing is that contrarily to the 1st one, that 2nd one requires a lot of wasted money.

There's always a threshold effect. Young researcher have strong incentives to publish in journals with a good reputation. If a new, open journal is launched, it might take a few years before it's accepted as "as good" as the older ones by the community... but it happened very fast with JMLR!

I keep telling that story regularly to lab directors in other domains. I suspect the reason why it isn't more popular is not a technical one (by now, it's easy to do) but a financial one: many people have financial interests in the scam that are publishers.

The JMLR story and operating model should be widely known in academia as a clear success story for full open access. I have friends in the humanities and pure sciences that have no clue this is even possible
