It does seem counter-intuitive. It's an idea that's gaining traction. The theory is by making it unclear who has priority, drivers will reduce their speed, in turn reducing the dominance of vehicles, reducing road casualty rates, & improving safety for others.

Oh no. I'm so sorry. I went through this with my cat in 2018 and it was so hard. I wish you and your cat the very best through this very sad time.

I honestly don't know the best solution here. I know water inside the post that cannot get out is not good. But if you have functioning weeps in the post that's good.
