It doesn't apply the same everywhere though because location specific costs (primarily housing costs for anyone not in social) are such a crucial driver of deprivation here so driving up lowers bands would have massive impact (this is before we get to new build family size social being in Bands G&H)

Forcing a massive hike in lower bands would deliver the social cleansing some on the right have dreamed of for years. We don't balk at current massive transfers, it's constantly being glibly used as a punchline. Yes we have some of the richest areas but overall are 93rd most deprived in the country

If you were to breezily apply your own proposals as well as tanking the efforts we are making to try and tackle the inequality that sees men die 18 years earlier in my ward than in the richest ward in the city, it would make life completely unaffordable for many still making a life here

Setting aside that Westminster already redistributes over £2bn a year in business rates and other income to the rest of the country as ever external commentators forget (or don't bother to learn) that Westminster combines both v wealthy and v poor areas (my own ward being in the 4% most deprived)

Cyclo systems have been installed in Westminster long before we took control of the council e.g. all tower blocks in my ward. There were definitely some transition issues for some people but they were replacing a previous form of off-peak focused system though both designed to save people money

I've just come in here to a load of messages. I don't know the specifics of your case & I'm happy for my office (leader@westminster.gov.uk) to look into the details but from what I can see this is about off-peak electricity system which have been used routinely for a long time in many councils

Our well developed plans give the GLA the platform to move ahead and deliver a scheme for the East (now funded by them) that meets the needs of business and visitors, whilst supporting bus users and providing reassurance to residents & businesses in Fitzrovia and Soho.
