Motions approved with Downer, Allt, Busuttil, Caton, and Caron against.
November 12, 2025 at 10:46 PM
Guthrie notes the first motion is to takeaway what's there now and then replace it with the new regulations in that map on the left. It makes room for 6-7 cars which has historically that's been the case.
November 12, 2025 at 10:22 PM
Next, Arthur Street On Street Parking. Mayor Guthrie put this on the agenda. Two maps were included in the amended agenda:
November 12, 2025 at 10:22 PM
Guthrie notes that a lot of people want to see this get done, and the sooner they get approvals, the sooner some of that fed. money will get loose too.

Motion (1) received and (2) approved.

Access and loading were configured to send everything to Park Lane North, and garbage pick-up, moving, et al have now been integrated into the podium of the building. There will be a safe cycling route to Wyndham next to the old post office that's now the County of Wellington.

Megan Torza, Partner & Architect, DTAH, adds that there's an ambition to have more accessible units, and a walkable, enriched public realm that adds to the life of downtown and the street front.

Today’s revised plan includes:
• Two towers, a 17-storey North Tower and a 19-storey South Tower.
• One level of underground parking with 1-3 levels of podium parking.
• A target of 30% of the residential units to be affordable.

What is One Planet Living?
November 12, 2025 at 9:24 PM
Not is there a change to the requested zoning (left), but those changes necessitated a refined Urban Master Plan due to "project evolution" and "market dynamics". The building will have a mix of studio, 1-bedroom and 2-bedroom units, and parking will be for residents only.
November 12, 2025 at 9:19 PM
Now? Two mixed-use towers – 17 and 19 storeys – containing approximately 401 residential units, and an undermined amount of ground-floor commercial space, plus underground and podium parking.
November 12, 2025 at 9:15 PM
If you're have deja vu, you are. Back in 2023, the project featured two proposed 15-storey towers with 353 residential units between them and 529 square metres of commercial space on the ground level.

Financing will depend on the project, and staff will look at the best funding options on a per project basis, and they will doing a more fulsome report in the future about the risks and options. One of the projects being proposed today will be funded thru option #1, the other thru #3.
November 4, 2025 at 10:11 PM
Four possible options here with staff recommending option #3.
