Cllr Billings says she won't support the referral because it's not a change technically.

Hauser asks again Why now? Anderson says it came to staff attention in the summer, and then they put up the sign and that prompted the business owners there to get in touch with the city.

Cllr Hauser asks why signs are going up if there's a pause for the review. Anderson says there was a long gap and a truck parked there so there was either an existing sign that was taken down or it fell down and people just started parking there.

Allt says he will support the referral. If it was an emergency they could suspend the rules, but this is not an emergency so let's preserve integrity of process. Caton adds non-profits doing food service at the Cowboy Bar have been hitting with similar issues.

Goller says the problem is that he could have parked their a couple of months ago no problem, but then the signs went up. This is about maintaining that status quo as a stop-gap until the on-street review is complete.

Gibson asks staff why the no parking was applied there. Anderson says he's not sure when the regulation was changed b/c no changes were made in that area in quite some time. Dec1-Mar30 parking restrictions do apply in this area.

Cllr Gibson says he feels the same way as Downer, he gets a lot of requests and sends them to the traffic group. He's all for making decisions, he likes it, but he doesn't want to get stopped in the street tomorrow about the double standard.

Cllr Downer says she feels a dilemma b/c she gets lots of requests in Ward 5 about reviewing parking, and now it feels like she can say email the mayor and it will get on the agenda. There's no letters in the agenda requesting this, nothing formal. Might be setting new expectations.

Caron moves referral and Caton seconds.
Caron asks how long this will comeback and have their been complaints. City Engineer Gayman says there is a city-wide parking strategy coming in 2026, which has put individual work work on streets on pause. This could come back in Q1 in 2026.

Caron notes that neighbourhoods asking for traffic restrictions/changes are put in a queue, and that can take months for notice to go out. There's been no public input here, no signage on the property. I's not about content but process b/c there may be unintended consequences.

Guthrie says it would involve a formal survey of the area, and that would come back to council in a report, which would come back in 6-8 months. Staff nod in agreement.

Caton says they're concerned with the process, b/c they only got one letter and it was against. What are the residents' feelings? What's the alternative if we go through proper process?

Allt says he's got no problem with these changes, but wants to hear from traffic engineers noting that there's no staff report. Steve Anderson, Manager of Transportation Engineering, says they've done the analysis an no operational concerns were discovered.

Klassen moves the recommendations, and adds that this area was a garage in the past and an under-utilized area. She says she's received a lot of positive feedback about this area and these changes won't create much turmoil.

Guthrie notes the first motion is to takeaway what's there now and then replace it with the new regulations in that map on the left. It makes room for 6-7 cars which has historically that's been the case.

At issue is this site has 3 micro-businesses, and there's always been parking in that green area, but there's technically supposed to be one. It was never enforced, but recently signs went up and alarm was raised to council and the mayor.
