We spend over 5T on healthcare and 1T on defense. You could probably spend 1/3 less on both with no ill effects. That's 2T that could go to all kinds of other things. If you want to lower the deficit, then raise taxes, but that's independent from spending, as I'm sure you're aware. ->

Sure, but you don't have to start with advertising it as a "middle-class tax hike". There are better ways to frame it. But it's much easier to go after rich people, which is why you should start there.

I think people are so fed up with healthcare quality and cost that there is potential.

If the government collected those premium dollars, people wouldn't see any change in their budgets. It wouldn't be seen as a tax increase.

Until the rich aren't so rich, I don't think worrying about taxing the middle class is worth discussing. Taxation is mostly about redistribution.
