There are absolutely taxes on the rich that *don't* work - taxes on capital mostly - but income taxes work! What causes rich people to flee places is the same as it is for most people - big declines in the quality of life. Who uproots their whole life for 4%!

When the @orlandosentinel.com started investigating the payments, the DeSantis administration sent a threatening, unsigned  “cease and desist” letter, demanding the Sentinel stop contacting the recipients of Hope Florida money.
