The use of Section 2 of the Sherman Act would be a novel, but potentially effective, application of anti-trust law in the electric power market sector.
My understanding is that it is SERVM. But not confirmed. That model is used elsewhere for sure. Including SPP. My *guess* is it’s a unique MISO application.
