Lots of problems with the #NERC Reliability Report, but this is a doozy “…IBRs provide little or no frequency response capability…” Lots of data showing this is just flat wrong.

🚨The ban on aggregators of demand response participating in wholesale markets in Minnesota was reversed by the MN Court of Appeals. FERC could step in now and free the rest of MISO and SPP states by lifting the opt out in O719.

🚨Pretty big news out of MISO this morning. A continuing LOLE error that has existed since 2017 has resulted in a "total financial impact based on net positions [of] approximately $280 million." In other words, load was over-charged.

It is not only a problem of delays related to turbine production, but there are additional delays layered on top of that, including labor shortages and specialized materials delays as well.
"Turbine manufacturers... Delivery times have doubled in the last year or so; a turbine order placed now won’t be delivered until at least 2028, and the line is getting longer every day. Prices are also spiking — up threefold in the last few years..."

With the Campbell 202c order, DOE is attempting to make RMR-like decisions that are unwarranted. DOE cites NERC’s summer assessment report as support, but even MISO, its market monitor, and at least one of its member states (Wisconsin PUC) think that the report lacks merit.

Yesterday, Earthjustice filed comments in FERC’s co-location docket (EL25-49).

The demand for co-location is largely driven by developers’ desire for speed to market, but speed to market should not, and cannot, result in sacrificing comprehensive system planning.
