Sheeva got removed, but they made up for it by making Rain and Noob Saibot playable, as well as playable versions of Motaro and Shao Khan being unlockable. As well as the Brutality finisher being added

And 16-bit versions of both were still made, likely because of the install base both of those systems had, but you could tell Ultimate's 16-Bit ports were made with duct tape and prayer

I have vague memories of this show
MK3 also had 2 entirely different PC ports. A MS-DOS port that was considered by many to be one of the best ports a Mortal Kombat game saw to PC at the time, and a Windows 9x port that was essentially a port of the PS1 version
