Yes, I think insufficient attention is being given to seemingly mundane policy or administrative choices like these. They really matter on the hygiene, and it’s hard to tell which ones are best ahead of time.

I work with the people you’re referring to every week. Government agencies have real pathologies in implementing this. Agency leaderships are extremely deferential to legal risks and legalistic interpretations, and allocate limited resources accordingly.
