As many scammers come from impoverished countries, some may assume they don't target their own. They absolutely do.

What changes is that law enforcement is bribed, and politicians do not share fraud statistics so as not to make their own countries look bad to the UN or other international theatres.

As always, restitution would be my top priority, but considering the daily amount I hear scammers verbally abuse what they perceive as vulnerable victims, straight up flogging like that is not unwelcome. Just short-term is the problem.

Manga would be separate less because of some “comics and manga aren’t REAL literature, scoff scoff” bs but because of the way they’re organized. It makes sense to split discussion into arcs which can abruptly end between volumes. (Also I’m still in the middle of reading some longer ones.)
