The Massachusetts Department of Public Utilities (DPU) is responsible for billing disputes and repayment rules. They can best advise on whether a utility can recoup past charges. The DPU has a Consumer Division that may be able to help: www.mass.gov/orgs/consume....

If you believe a utility company has overcharged you and you’re not making progress directly with them, you can also contact the Massachusetts Department of Public Utilities for assistance.

Hello, this is the team at Boston 311. If you believe other units are tied into your electric meter and you have been overcharged, you can submit a cross-metering report through the BOS:311 app or by calling 3-1-1. Our partners at Inspectional Services (ISD Housing) can investigate.
