The 14th Amendment gives rights to legal due process (and equal protection of the laws) to "any person." Not to any citizen or even any legal resident. When that Amendment wanted to talk about only citizens it did, as in the immediate previous sentence. But here it talks about any person.

I’m old enough to remember when Secretary Hegseth tried to publicly mock Judge Reyes—suggesting that she didn’t know what she was doing when it comes to protecting our national security.
