Today, the Insurance Institute for Highway Safety estimates that 2,000 lives could be saved annually in the U.S. if all states adopted 0.05.

An average male would exceed .05 by consuming four standard drinks on an empty stomach in two hours.

For an average female, it would be three standard drinks on an empty stomach in two hours.

This is more alcohol than most people consume in one day.

Also, one drink with dinner will not get someone to 0.05. On an empty stomach, a male might reach .02 and a female might reach .03. But food slows alcohol absorption.

On average, people metabolize alcohol at a rate of about 0.015 percent per hour.
