I can rest easy now, did a little digging with some help from @sallylikescomics.bsky.social and found that Conner’s been made a member in some capacity on a few occasions
This also made me realize two things:
1. I really need to get around to reading more stories about Clark’s youth
2. I’m pretty sure Kon-El is the only mainline Superboy that hasn’t been a member of the Legion
