I also experienced this “arrogance” from the former Director—I had the sense of “who the hell is that ant making noise over there?” My guess is this was closer to his true self rather than his “awe shucks, I’m just an old timey Christian “ public persona.
I also felt disappointment that someone who I had held in high regard would be so arrogant to place his own perspectives on such an issue ahead of appropriate open scrutiny.

I understand that he had to lead, but I always found that I made my biggest mistakes when I did not seek good input.

This experience was far from an isolated incident

As the translational center (NCATS) moved forward, Collins spoke of approaching drug development "the way an engineer would" for the first time.

Even my eyes rolled so hard that it hurt.

Your recent thread regarding Collins reminds me of many scientists and administrators who gain positions of power or influence (or perceived influence) Some value a “bubbling up” approach while others are “my way or the highway “.

I note that the past two NIMH directors were Associate Professors with (they would admit) minimal administrative experience. They both were exceptional directors. I’m guessing that personal connections had a role in their pick as well.
