This is illegal. It's called the Canada Health Act, and it prohibits charging Canadians private fees for services covered by Medicare. The only thing this will accomplish is fines from Health Canada, which Alberta taxpayers will be on the hook for.

I’ve also had the opportunity to lead comms and engagement for Adrian Dix. He’s one of the most hardworking, people-centred leaders I’ve ever worked with, so focussed on our health-care system. I’m sure he’ll bring the same approach to his new file!
