If the president already has the ability to remove heads of executive agencies then why is Section 103(a) needed in the OBBB? “SEC. 103. (a) The President may remove the head of any agency.” First shots at heads of agencies like the FEC? Maybe Jerome Powell? Other agencies the exec normally can’t?
