When Lucanis first saw Brook mostly he was thinking like a Crow - he made a fast tactical assessment of her, believed Catarina trusted her with this, shes not a crow, an archer, exceptional tactically, no signs of decept etc. There was no instant spark or attraction- they are both demi.

Brook is a performer and knows the value of appearance in a variety of situations. She doesn't usually wear make up or style her hair as she works her pretty privilege like a boss but she does love her(particually couture)clothing & shoes so she can look her best always from the ops room to ballroom

Brook helps Treviso first, Lucanis' points about it being a merchant city & blight getting in to the water were enough to sway her, she knew what defences Minrathous should have had at its disposal, & thought they had the higher chance of holding out that bit longer until she could make it there too
