The party rules specify voters registered as Democrats. So only registered Democrats are affected.

Do you have a constable race on your March 3 ballot? The role of constable is enshrined in the Arkansas Constitution. They're a township officer, meaning their policing oversight is attached to a smaller area of a county.

NEW THIS YEAR – Only Arkansas voters registered as Republican or Independent aka “optional” (the default status) can ask for a Republican ballot. People who are registered as Democrats can no longer vote in the Republican Primary.

The laws on hold include a requirement for voters to show photo ID before signing a canvasser's petition and a requirement for voters to read a ballot title before signing a petition. Canvassers face criminal charges if they allow voters to sign petitions without following those new laws.
