Another (completely speculative) possibility: The chaotic nature of U.S. tariffs, which are on until they're off, up until they're down, and permanent until they're on a pause, have simply frozen much of the economy in place.

It's hard to be forward looking when tomorrow is so unpredictable.

This is the context that makes it clear how little Trump's trade deal matters.
The US-UK trade "deal" today was nowhere near a major reduction in Trump's massive trade war—accounting for the partial exemption for UK cars, the exemption for British steel/aluminum, and the exemption for British airplane parts, overall US tariff rates only fell a total of 0.06%
