20-second limit for restarts now expanded out to apply to all frees (breaches resulting in a throw-in).

Unclear if this applies to keepers taking frees (clock gets stopped atm, so no time wasted). Could see it going either way, as it would speed the game up.

20-second limit for goal kicks extends to free kicks
Earlier this month, a 20-second time limit was placed on kick-outs with the punishment being a 13-metre free. Dublin’s Evan Comerford and Galway’s Connor Gleeson fell foul of the change.

Changes are in the implementations e.g. rule on slow play for restart hasn't changed in wording - but the directive of 20 secs being the acceptable threshold is tweaked.

All positive tweaks, just very under the radar.

Previous advice given by #GAA to counties in 2012 following consultation with Revenue. 28.5% tax rate for casual workers no longer applicable and they have to be taxed on their own personal rate.

Brilliantly put by Malachy.

Mayo hit plenty hard losing generational talents like Pierce, Oisín, Cora... But amazing to see GAA (schools, clubs & county) being a helping hand in such global professional sporting success.

Delighted for all players afforded the opportunity. Inspirational for others.

Shocked to see this was the tightest vote so far.

Hadn't heard much (or any?) opposition to this one. (Given it's a "where available" can't see any big downside to it)
Public clock (countdown)/hooter motions PASS (73.7%) #GAA

Delighted. This is the one I was worried about failing.

Not keen on necessity for 'handing over' personally, should punish the intent of delaying rather than demanding specific 'positive' actions, but overall a massive boost for speed of play & excitement of the game.

A culture changer.

Should be interesting to watch this.

- Less goal opportunities happening leads to more reason to push out to the arc
- More pushing to the arc leads to more potential goal opportunities

Interesting cat & mouse going to be played there, especially combined with the higher speed of the 'new' game.
A bit of debate on this one. Beginning with Tom Parsons. Asks Jim Gavin if goal opportunities are down as a result at end of league, what will FRC do.

Gavin reiterates Central Council can amend or rescind the rule change. #GAA

1/3 of the way through Special Congress votes, all passed so far

✅ applies to club & county
✅ 1v1 - for throw-up at each half
✅ Kickouts - have to go beyond 40m arc
✅ Goalkeepers - can only receive ball in opp half
✅ 3/3 Structure - potentially revolutionary
✅ Advanced Mark - new one inside 20m

So far all the motions look to be sailing through with +90% at special congress.

I'm guessing the Advanced Mark & Tactical Fouling (50m advancement) the two most likely to struggle from what we've seen so far from counties.

Some really odd calls so far in this Ireland Wales play-off match.

We're getting (more than) our fair share of them, so hard to complain too much, but still baffling to watch. So many blatant barges or pushes in the back ignored by officials staring right at them.

Ulster says yes.

Good news for the FRC and fans of the proposed rule changes. Ulster counties set to almost unanimously back the new proposals at Special Congress.

Also, no sign on the clár of any motions relating to the payment of managers, as was claimed by Pat Gilroy last week.

Weird position with lads like Cillian, Swanee, & Conor (Rory, Michael & James all but confirmed too) away from the panel.

Unsure whether it should be celebrating the outstanding achievements, thanking them for their untold efforts, or simply crossing fingers for returns when circumstances change.

HT: Elphin (Ros) 0-01 0-06 Crossmolina (Mayo)

With a difficult diagonal gale across the field, against Elphin in the 1st half, you'd imagine Cross will need every bit of that half-time lead.

All to play for yet. Fingers & toes crossed the breeze dies down a bit for less impactful conditions.
