It’s the civil service reform that is VITAL. You can’t just hope for change, you have to make it happen.
It was a really good idea that the government never quite took seriously. Missions required a new approach to governing and some actual civil service reform.
Perhaps mission-driven government was not such a bad idea...

This is good. Working in the open feels like a crucial easy win. On the NHS, Wales publishes far less data & fewer programme updates than England. Unclear why.
Openness isn’t just good for accountability. It’s a key innovation driver - ask any researcher or policy analyst keen to get hold of it!
