Most cost-of-living raises are based on CPI.

This would be a good time to mention that core CPI typically doesn't include Food, Fuel, or little nagging things like health insurance premiums.

Instead of canceling 10% of commercial flights, why not just cancel ALL private flights?

You'd get an even further reduced number of flights that overworked and unpaid controllers would have to manage, while at the same time you'd affect less than 1% as many travelers.

Seems a simple solution.
