Great thread, but just to clarify, indirects cover far more than facilitates and administration, it includes scientific labs/ materials, training of scientists, maintenance, support staff, clinical care, and increasingly high costs of ensuring compliance with federal rules about how funds are spent.
In case folks are interested in contacting their congresspeople about the NIH indirect cuts with some estimates of what they would mean for institutions in their state, here are some estimates based on published F&A rates and funding ... let me know if you want a particular state
