There is a difference between producing an increase in value of the variables of production and producing an increase in the value of your own financial worth.

In the CIVIL DEMOCRACY citizens invest 2 years in public service programs administered through the civil bureaucracy in exchange for universal healthcare and higher education. It won't be an entitlement because it will have been earned.
