As best I can tell, the plan isn’t to directly cut benefits to patients, it’s to cut provider reimbursements so hospitals (especially urban and rural ones) close and/or cut off Medicaid patients.
Then the GOP plans to blame the hospitals, or in blue states, the dem governors
