Seems to me (not a lawyer or Con Law authority) that the spirit & record of the Const Conv and the 10th amendment set the tone for USConst interpretation: error on the side of limiting exec authority and respect & protect dual sovereignty of the states! BTW, isn’t this what MAGA orig argued!
