well this decision hardly comes as a surprise. Iraq has taken on the immense task of repatriating their citizens. SDF had already announced that Syrian nationals could on voluntary basis return home. In both cases, the support of int humanitarian NGOs are essential which may now be jeopardised.

While HTS as de-facto government could indeed accept the jurisdiction of ICC, to achieve justice in Syria a multi-layered and multi-faceted approach is needed, not just crimes committed by the Assad regime, but also crimes committed by ISIS, HTS and other rebel groups.
